The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Real Estate Development Division (RED), New Building Unit (New Building) at its headquarters in Luxembourg, a (Senior) Construction Commissioning Coordinator *.

This is a full time, temporary position at grade 5/6.

The term of this contract will be 4 years; as this is a temporary assignment, no extension or conversion of the contract is foreseen.

The EIB Group is currently going through a significant capital investment project for the... construction of its New Building. The completion of the New Building is currently estimated for 2026 with a one-year defects notification period.

Your role, in collaboration with the EIB Group’s Operations Teams and Maintenance Contractor involves supervising, managing and overseeing the commissioning process of the New Building and ensuring that all systems, facilities, and equipment are installed, tested, and functioning as intended before being handed over to the EIB Group.

Operating Network

You will report to the New Building Head of Unit and work closely with the Project Controls and Contracts Unit and other specific entities within Group Corporate Services and Internal Audit. You will also have external interaction with EU Institutions, Services providers, consultants, contracts and public authorities/control bodies and neighbours involved in the New Building.

Accountabilities
• Oversee and ensure a good and detailed understanding of the entire project's design and technical requirements, including commissioning roles and responsibilities, safety requirements, contract documents and how they are used, including active participating to discussions on lessons learned
• Collaborate with project teams, contractors, and stakeholders to develop commissioning plans, coordinate activities, and ensure compliance with regulations and standards
• Supervise the New Building external construction supervision team (EDT) and the Contractor’s Commissioning Management Office (CMO) in conducting inspections, perform tests, and document results to verify system performance and identify and resolve any deficiencies
• Manage commissioning schedules and immediately report on deviations to Head of Unit and Cost Risk and Schedule Officer
• Responsible for the preparation of hand-over strategy & commissioning documentation of the New Building, including As-Built documentation, OEM manuals, trainings, spare parts, snag and punch lists and the transfer of maintenance contracts (where applicable), extension of guarantees etc.

Qualifications
• University degree (minimum an equivalent to a Bachelor) preferably in a discipline such as electrical engineering, mechanical engineering or telecommunications engineering. Candidates with a Master's degree are preferred.
• Possession of a Commissioning certification would be an advantage
• Minimum 5 years of relevant professional experience, including in the construction field, of which at least 3 years’ professional experience as a commissioning engineer or equivalent. (Preference will be given to candidates with more senior exposure)
• Experience in complex project management, preferably those related to the construction of commercial buildings, hospitals, hotels, office buildings or similar structures
• Knowledge of budget management
• Strong organisational and interpersonal skills
• Good knowledge of Microsoft Office 365 applications and standard project management software
• Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
